In their 2018 Master Plan, the City of East Grand Rapids identified a need to review pathways, streets, and sidewalks to improve existing network infrastructure, as well as integrate walking and cycling into the capital improvement and transportation processes. The City hired Progressive Companies to help understand the community's needs for cycling infrastructure and connection to surrounding neighborhoods, and identify policies and messaging strategies to make cycling safer and more convenient for people of all ages and abilities.

Progressive Companies mapped the existing infrastructure by categorizing streets based on physical size and traffic characteristics, identifying common hubs within the community, labeling preferred routes for cyclists and pedestrians, and identifying common crash locations. They also sought feedback from stakeholders including community members, current cyclists and pedestrians, and the East Grand Rapids City Council. Since the study was conducted during the COVID19 pandemic, the team organized outdoor and safely distanced

opportunities for community feedback.

At one intersection which has a history of pedestrian and bicycle conflicts, the team introduced a bike/walk path using paint, cones, bales of hay, temporary signs, lightweight planters, and other inexpensive materials. The temporary intervention stayed in place for two weeks while community input was collected. Feedback indicated strong public support, with 65% responding that the improved elements should be made permanent. Following the study, the City followed through with removing the right turn lane in 2021 and installing a permanent all-way stop.
